FHA Loans in Doral: 21 Live Condo Registrations, Almost No Slots Taken

Doral has 33 condo project records in HUD's system and not one of them is FHA-approved. That usually ends the conversation. It shouldn't here, because 21 of those 33 carry a live Single-Unit Approval registration, every one filed in 2019 or later, and the newest landed on January 12, 2026. We pulled all 33 records on September 21, 2026.

Twenty-one Doral condo projects hold live Single-Unit Approval registrations. Ten of them report 0.00 percent FHA concentration.

This is the third South Florida city we have run this pull on, and it is the first one that came back looking healthy underneath the zero.

Hialeah Rotted. Coral Springs Expired. Doral Got Refiled.

Same headline number in all three cities, three completely different situations behind it. Put the pulls side by side and the difference is obvious.

Hialeah's list is a graveyard. Coral Springs' expirations bunch on three identical dates in 2011, which is a missed batch deadline wearing thirty different names. Doral has nine expired records, they ran out between 2011 and 2014, and the rest of the list is paperwork somebody actually filed. Nine of the 21 registrations were filed in 2021. Five came in 2020, three in 2019, two in 2022. Then Doral Condo No 2 registered on December 9, 2025, and a second Landmark at Doral phase registered on January 12, 2026.

Associations do not file federal paperwork for fun. Somebody in those buildings wanted FHA buyers to be able to close.

Here's the Column That Decides Your Deal

Single-Unit Approval is federal regulation, not a lender favor. Under 24 CFR 203.43b(i)(1) a single unit can qualify even though its project sits off the approved list, as long as the project is complete, is not under an adverse determination from HUD, is not manufactured housing, and contains at least five dwelling units.

Then 24 CFR 203.43b(i)(2) caps how many people can use it. HUD may stop issuing new case numbers once the share of units in a project carrying FHA-insured mortgages passes a maximum it sets by notice, somewhere between zero and twenty percent for projects of ten or more units, and no more than two FHA-insured mortgages in projects with fewer than ten. Every Doral record shows that cap applied at ten percent.

And HUD publishes the current reading. It is called FHA Concentration and it sits on every row of the public list, updating as loans close. Here is what the 21 live Doral projects look like.

FHA concentration reportedDoral projectsWhat a buyer should read into it
0.00 percent10Nobody has claimed a slot. Completely open.
Above 0 and under 2 percent9A loan or two in. Plenty of room left.
2 to 5 percent2Halfway to the cap at worst. Still workable.
Above 5 percent0Does not exist in this city.
No Doral condo project reports FHA concentration above 4.34 percent. The cap is ten percent.

Compare that to Coral Springs, where four projects were already at or past the cap and two of them had burned both of their allowed loans. In Doral there is nothing close. The ten at 0.00 percent are Apex @ Park Central #2, Apex at Park Central No 1, Doral Condo No 2, Doral Oaks, Highland at Park Central 3, Landmark at Doral project A011990, Las Brisas at Doral #7, Midtown Doral 4, Promenade Shores at Doral and St Moritz at Doral. Those are not obscure buildings. Several of them are the first places a buyer with $100,000 saved actually looks.

Read the number before you write the offer, not after your inspection period runs out. It takes a lender about five minutes.

Twenty Approvals in a County of 1,210 Records

A zero this clean is usually a broken query, so we checked. Filtering the Doral search to Approved status only returned zero rows. Running the identical Approved-only filter across all of Miami-Dade returned 20 records, which resolve to 12 distinct projects once you fold the duplicate submissions together.

Where are they? Six of the twelve sit in Homestead, in three new subdivisions called Vivant, Solstice and Fiji. The rest are scattered: three in Miami, one in Miami Beach, one in Cutler Bay, one in Coconut Grove. Their expiration dates run from 2028 to 2029, which means they were approved inside the last year under the three-year term in 24 CFR 203.43b(h)(3).

Miami-Dade County has 1,210 condo project records in HUD's system and 20 approval records. That is 1.65 percent.

So project-level approval in this county is now essentially a new-construction product for builders who file it as part of selling the phase. It is not something an established Doral association is going to go get for you. Anyone telling a buyer to "ask the board to get FHA approved" is describing a process that basically nobody in Miami-Dade completes anymore.

Doral's Real Problem Is the Ceiling, Not the Building

Here is the part that separates Doral from every other city we have written up. The condo route is in decent shape. The loan limit is not.

Property typeMiami-Dade CY2026 FHA limitCY2026 conforming limitGap
One family$667,000$832,750$165,750
Two family$853,900$1,066,250$212,350
Three family$1,032,150$1,288,800$256,650
Four family$1,282,700$1,601,750$319,050

Both columns come off the same HUD page, effective January 1, 2026. The FHA number is built as 115 percent of a $580,000 median sale price, which lands on $667,000 to the dollar. The conforming number is set by a different agency on a different formula and it is $165,750 higher for the same house.

Now put Doral against it. The Census Bureau puts the median owner-occupied home in Doral at $514,600. Of the city's 11,164 owner-occupied homes, 5,180 are valued between $500,000 and $999,999 and another 639 are valued at a million or more. That is 5,819 homes, 52.1 percent of everything owner-occupied in the city, sitting at or above half a million dollars.

Doral's FHA ceiling is $667,000. The conforming ceiling on the same street is $832,750.

We wrote two weeks ago that the FHA limit in Hialeah was the least interesting number on the page, because the $667,000 ceiling runs nearly double Hialeah's $359,200 median. In Doral the same ceiling is about 1.3 times the median. That is a genuinely different market and it deserves different advice. In Doral, FHA is a program you can price yourself out of by moving up one building.

When that happens, the answer is usually conventional financing rather than a bigger FHA file, and past $832,750 it becomes a jumbo conversation. Worth modeling both before you fall in love with a unit.

Half of Doral Rents

One more piece of context that changes how this plays out on the ground. Doral has 24,922 occupied housing units and 13,758 of them are renter-occupied. Owners are the minority here, 11,164 households, 44.8 percent.

The building stock explains it. Of 27,430 total housing units, 10,571 sit in structures of twenty units or more and 6,981 are single-family attached, mostly the townhouse rows that run through Doral Isles, Islands at Doral and the Park Central blocks. Only 6,366 are detached single-family. And the city is young: 969 units were built in 2020 or later and 9,268 between 2010 and 2019, so more than a third of Doral's housing did not exist fifteen years ago.

That matters for FHA in a specific way. New buildings are the ones most likely to have a developer who filed condominium paperwork correctly, and they are the ones furthest from Florida's milestone inspection deadline under Fla. Stat. 553.899(3)(a), which starts biting at thirty years. Most of Doral's condo stock is nowhere near thirty. The structural-reserve pressure crushing older coastal associations has not reached this city yet.

The Five-Unit Floor

24 CFR 203.43b(i)(1)(v) will not allow Single-Unit Approval in any project with fewer than five dwelling units. No exception, no appeal, no association workaround.

In Doral that removes 114 housing units in two-unit structures and 742 in three-to-four unit structures, 856 units in total. Small number against a 27,430-unit city, but if the duplex you like happens to be titled as a condominium, the FHA answer is no before anyone opens a file. Worth knowing on day one rather than day twenty.

So What Sinks Doral Files

Cash and ratio, in that order. Median household income here is $88,474 and the median owner-occupied home is $514,600, so the price-to-income ratio runs about 5.8. Median monthly owner costs for households carrying a mortgage already sit at $3,075.

The cash side is statutory. 12 U.S.C. 1709(b)(9)(A) requires a minimum cash investment of 3.5 percent of appraised value, roughly $18,000 at the Doral median before a dollar of closing costs. Subparagraph (B) lets a family member gift it. Subparagraph (C) prohibits the seller from funding it, including through a third party, and people still try this every single year.

If credit is the weak link rather than the ratio, start with our credit guide. If the monthly payment is what breaks, read the escrow guide first, because Miami-Dade reassesses at just value the January after a sale and the seller's current tax bill will understate your year-two payment badly.

Do This Before You Write an Offer

  1. Find out whether the property is fee-simple or a condominium. In Doral a townhouse that looks like a house is frequently a condominium on paper, and that one fact reroutes the entire file.
  2. If it is a condominium, have your lender pull the project by name and by street address from HUD's Condominiums List. Expect a "not approved" result and keep going.
  3. Check whether the project is one of the 21 carrying a Single-Unit Approval registration. If it is not, FHA is off the table for that unit today.
  4. Read the FHA Concentration figure on the record. In Doral almost every reading is under five percent, so this is usually good news, but confirm it rather than assume it.
  5. Count the units. Under five and Single-Unit Approval is unavailable.
  6. Price the unit against $667,000 before you go further. If you are shopping above that, run conventional and jumbo numbers in parallel instead of trying to force an FHA file that cannot stretch.
  7. Rebuild debt-to-income using current Miami-Dade taxes and a live Florida insurance quote, never the seller's figures.

For the wider local picture, our Doral mortgage page covers every program we run in the city, and the FHA program overview covers the mechanics that apply across South Florida. If a project turns out to be unfinanceable through FHA and conventional condo rules both, non-warrantable condo financing is the next stop. Buying your first place? The first-time buyer guide is the place to start, and the Coral Springs piece on what a full FHA slot looks like is worth ten minutes for contrast.

Doral is 70.7 percent foreign-born and 60,398 residents speak Spanish at home, 83.9 percent of everyone over five. This article is also published in Spanish, and we run the whole file in Spanish when that is easier.

Twenty-one open buildings in a city of 76,490 people. Nobody is competing with you for those slots yet. That changes the day somebody else reads this column.
